Project Location & Overview
The West Winch Housing Access Road proposal will support the southeast King’s Lynn Growth Area (West Winch Strategic Growth Area) and 4,000 proposed new houses due to be built over the next 20 years.
The route connects the existing A10 to the A47 along a new 15-mile road. This will start to the south of Graveill Lane in West Winch and join the A47 before it reaches the Hardwick Junction.
Greyfriars Project Management were appointed to provide project management services for the co-ordination of the business case and planning application.

Coordinating the Planning Application
Our experience with planning application submissions in both public and private sectors enable us to manage consultants proactively and pre-empt/address potential issues to ensure our projects remain on programme and on budget.
As Project Managers for the WWHAR proposal, we supported Norfolk County Council in advancing the planning application. We initially coordinated the Outline Business Case, required to secure government funding. We facilitated multiple consultation events so residents and stakeholders could voice their opinions whilst providing valuable feedback for the project’s advancement. We worked closely with Norfolk County Council, the Local Planning authority and multiple statutory consultees throughout the process, ensuring the project was compliant and met with planning requirements. We successfully managed the submission of the planning application in December 2023, aligning the project with both community needs and regulatory standards.
Since December 2023, we have continued to support Norfolk County Council progress the WWHAR project through further Planning stages.

Outcome
In September 2023, we submitted the Outline Business Case to the Department for Transport. This critical step is essential for unlocking government funding and ensuring the project’s viability.
Following this, the planning application for the West Winch Housing Access Road was submitted December 2023. The project team were thrilled to reach this significant milestone.
Since the submission of WWHAR’s planning application, Greyfriars has handed back the project to Norfolk County Councils in house team for business as usual. We have continued to provide independent support as required to ensure successful implementation.
Transport and Infrastructure
