Lowestoft Cultural Quarter, Battery Green

Greyfriars Project Management was appointed by East Suffolk Council in January 2026 to support the delivery of the Lowestoft Cultural Quarter project. The appointment followed a period of review and re‑mobilisation. As a result, the Council required additional support to move the scheme forward with pace and confidence.

The project forms part of the wider Battery Green regeneration. It will transform an underused part of Lowestoft town centre into a vibrant cultural destination. Importantly, the scheme will deliver new community spaces, cultural facilities and improved public realm.

Greyfriars is providing project management, NEC contract administration and quantity surveying in Lowestoft, supporting the Council to maintain control while accelerating progress.

The Brief

East Suffolk Council required an experienced, locally based consultancy to help re‑establish momentum on the Cultural Quarter and support the project through the pre‑construction and delivery stages. The brief included:

  • Strengthening project governance and assurance
  • Providing robust cost and commercial management, including quantity surveying
  • Administering NEC contracts under the SCAPE framework
  • Supporting programme recovery, risk management and decision‑making
  • Coordinating a multi‑disciplinary team including the contractor, design team and cultural operator

Given the scale, profile and public importance of the scheme, the Council required a hands‑on team able to provide practical advice and clear leadership.

Our Role – Quantity Surveying Lowestoft Cultural Quarter

Greyfriars was appointed following an open procurement process to act as Project Management Team, providing both contract administration and quantity surveying services.

Our role includes:

  • Leading day‑to‑day project management and client assurance
  • Acting as Contract Administrator under NEC, managing change, early warnings and compensation events
  • Delivering quantity surveying and cost management, including cost estimates, valuations and commercial reporting
  • Supporting programme development, monitoring and risk mitigation
  • Attending project meetings and client engagement sessions
  • Maintaining clear reporting and audit trails to support transparent public‑sector decision‑making

By combining project management and quantity surveying within a single integrated team, Greyfriars provides East Suffolk Council with joined‑up advice across programme, cost and risk.

Progress to Date

Since appointment, the project has progressed through the early design stages, with RIBA Stage 2 completed and Stage 3 now underway. Greyfriars has supported the transition into the pre‑construction phase, helping to clarify scope, manage risk and improve cost certainty as the scheme moves toward delivery.

Our focus has been on expediting progress while maintaining control, ensuring that decisions are informed, risks are understood and the programme remains realistic for a constrained town‑centre site.

The Outcome

Once complete, the Lowestoft Cultural Quarter will deliver a new cultural and community hub at Battery Green, providing flexible spaces for creative and cultural activity alongside a new restaurant to increase footfall and support the local economy. Enhanced public realm and improved connectivity within the town centre will help create a more welcoming and accessible destination for residents and visitors alike.
