Greyfriars Project Management is providing corporate project management support to the Borough Council of King’s Lynn & West Norfolk, helping to deliver a wide programme of regeneration, strategic and development projects across the borough.
The commission provides the Council with additional capacity and independent, client‑side advice across a range of complex projects at different stages. As a result, the Council is better able to make informed decisions, strengthen governance and ensure regeneration activity delivers meaningful outcomes for the people of King’s Lynn & West Norfolk.
Our role
Greyfriars Project Management is providing support as an extension of the Council’s team. We offer independent, unbiased project management that is tailored to each project’s scale, risk profile and stage of development.
Across the programme, our role includes:
- Programme and project management support
- Preparation of formal governance documentation, including Project Initiation Documents and board reports
- Coordination of stakeholders and partner organisations
- Active management of risks, issues and interfaces across related projects
- Clear reporting to senior officers and project boards to support effective decision‑making
Importantly, this flexible and proportionate approach allows the Council to progress multiple regeneration projects in parallel. At the same time, it maintains clarity, control and accountability across the wider programme.
Supporting regeneration across King’s Lynn & West Norfolk
The appointment spans a range of projects that support regeneration, connectivity, housing delivery and future growth. Some projects are progressed as standalone schemes with formal governance arrangements. Others are managed as part of the wider regeneration programme.
Together, these projects respond to local priorities and help shape long‑term outcomes for towns and communities across the borough.
Devil’s Alley – Riverfront Regeneration
Devil’s Alley is a narrow riverfront alleyway on South Quay in King’s Lynn. Over time, the site had become heavily overgrown and neglected.
Greyfriars Project Management was appointed to review options for the site and manage an early package of enabling works. This included commissioning ecological surveys, procuring contractors and overseeing vegetation clearance on site.
By working closely with the Council and local stakeholders, the project improved safety, visibility and the overall condition of the riverfront. It also created a more managed and accessible environment, while laying the groundwork for future regeneration as part of the wider King’s Lynn Masterplan.
West Lynn Ferry
The West Lynn Ferry project focuses on securing the long‑term future of the passenger ferry service across the River Great Ouse. The ferry provides an important connection between West Lynn and King’s Lynn town centre.
Greyfriars Project Management was appointed to lead the feasibility stage. We coordinated technical studies, stakeholder engagement and cost planning to assess options for new and upgraded ferry infrastructure. This included exploring pontoon options on both sides of the river.
As a result, the Council gained a clear understanding of viable solutions and the evidence needed to inform future investment decisions.
Southgates – De‑risking and early masterplanning
Southgates is a complex gateway site at one of King’s Lynn’s main entrances. Contamination, heritage constraints and long‑term regeneration ambitions meant the site required a careful and phased approach.
Greyfriars Project Management was appointed to provide early masterplanning and project management support. We helped develop short‑term options that could be delivered without constraining the future masterplan.
This work included coordinating surveys, cost advice and stakeholder input. It also involved shaping “meanwhile” proposals that improve safety, appearance and community use. In turn, this provided the Council with a clear evidence base to support future funding and investment decisions.
Hunstanton Masterplan
Greyfriars Project Management is providing project management and coordination support for the Hunstanton Masterplan. The role helps shape a long‑term framework for growth that responds to local needs and priorities.
The focus is on coordination, stakeholder engagement and supporting the Council as proposals evolve over time.

Housing Delivery Review
Greyfriars Project Management was appointed to carry out a Housing Delivery Review for the Borough Council of King’s Lynn & West Norfolk.
The review provided an objective assessment of how housing was being delivered across the Council and its housing companies. It examined delivery models, governance arrangements, decision‑making, project controls and financial oversight.
The review identified where delivery had stalled and where risks and accountability were unclear. The resulting report set out clear, practical recommendations to strengthen governance, improve programme confidence and support more consistent and effective housing delivery.

By combining formal project governance where required with proportionate, programme‑level oversight elsewhere, Greyfriars Project Management is helping the Council to:
