Greyfriars Project Management is pleased to announce our appointment by East Suffolk Council to provide Cost and Contract Management for the transformational Lowestoft Cultural Quarter—a major town‑centre regeneration project set to redefine the cultural and community landscape of Lowestoft.

Located in the heart of Lowestoft, this landmark scheme will revitalise an underused area of the town centre and create a vibrant destination for culture, creativity, food and public life. With LSI Architects, Morgan Sindall Construction, and cultural operator First Light Festival CIC now confirmed, the project is moving forward with a strong, experienced delivery team committed to long‑lasting impact across East Suffolk.

A Strategic Appointment for Lowestoft’s Regeneration

Following a competitive tender, Greyfriars was selected as the Most Advantageous Tender, reflecting our locally invested, director‑led approach, deep experience in complex regeneration, and strong reputation for value assurance, risk‑led methodologies, and NEC4 contract administration.

As the appointed Project Management partner, we will support East Suffolk Council in driving the programme forward—ensuring clarity, robust governance and best‑value outcomes at every stage.

What the Lowestoft Cultural Quarter Will Deliver

The new Cultural Quarter forms a key part of Lowestoft’s wider regeneration programme and will provide:

  • A new cultural and community hub at the former Battery Green car park
  • A new restaurant to diversify the town centre offer and increase activity and footfall
  • Enhanced public realm, improving links between the town centre, the seafront, and PowerPark
  • Creative, community‑led activity spaces animated by First Light CIC
  • A destination that builds on Lowestoft’s growing creative identity and supports local cultural organisations
